Report: Oil spill damage underestimated

WASHINGTON, Oct. 6 (UPI) -- The Obama administration eroded public trust by downplaying how much oil was gushing into the Gulf of Mexico from the BP well, a report released Wednesday said.
A presidential commission charged with investigating the government response to the spill pointed to the first estimates after the April explosion on the Deepwater Horizon drilling platform, The New York Times reported. Those were that only 1,000 barrels a day were spewing into the gulf, a figure eventually revised upward to 60,000. Before the well was capped, more than 200 million gallons of crude flowed into the gulf.
"By initially underestimating the amount of oil flow and then, at the end of the summer, appearing to underestimate the amount of oil remaining in the gulf, the federal government created the impression that it was either not fully competent to handle the spill or not fully candid with the American people about the scope of the problem," the report said.
Staff reports from the National Commission on the BP Deepwater Horizon Oil Spill and Offshore Drilling said government agencies had trouble developing a coordinated response, The Washington Post reported. The National Oceanic and Atmospheric Administration wanted to release "worst-case" figures but was overruled by the Office of Management and Budget, one report said.

 

Hungary chemical sludge 'threatens Danube'link

Hungary is racing to prevent red chemical sludge from a huge spill reaching the Danube river, officials have said.

Alkaline levels slightly above normal have been detected in two rivers, of which one is a southern branch of the Danube.
If the sludge enters the Danube the pollution could reach six countries, including Croatia, Serbia and Romania.
Prime Minister Viktor Orban described the spill as a "geological tragedy".
Visiting the village of Kolontar on Thursday, he said the worst-hit areas would have to be abandoned.
Tibor Dobson, head of disaster relief in the area, said on Thursday that the pollution had reached the Mosoni branch of the Danube, about 10km (6 miles) from the main branch.
Disaster officials are using acid and gypsum to bring the levels down.

Hungary says it will take at least a year to clean up the spill from an alumina plant reservoir in the western county of Veszprem.

Near the plant, clay has been dumped into a tributary of the Danube, the Marcal river, to try to neutralise the sludge.
But the alkalinity in the Raba river was higher than normal, at about pH9 early on Thursday - above the harmless level of between pH6 and pH8, a spokesman for the disaster agency told Reuters news agency.

Police have opened a criminal negligence inquiry into the incident, which has killed four people and led to at least 120 others needing medical treatment.
The spill has polluted 40 sq km (15.4 sq miles), including six villages and part of a town.
Uninhabitable Prime Minister Viktor Orban has visited one of the affected villages and declared it a write-off, saying he saw "no sense" in rebuilding in an area made uninhabitable by the sludge.

The muddy red sludge is waste from the early stages of aluminium production.
Aluminium-containing ore, bauxite, is washed at high temperatures in sodium hydroxide. This dissolves the aluminium, which can then be processed further, but the red sludge is left behind as a waste product. It is this which has leaked from the Hungarian storage reservoirs.
The sludge waste contains a mixture of metal oxides. According to MAL Hungarian Aluminium - the company which produced the waste - between 40% and 45% is iron oxide. This gives the mud its characteristic red colour. Between 10% and 15% is aluminium oxide, a further 10% to 15% silicon oxide and there are smaller quantities of calcium oxide, titanium dioxide and oxygen-bonded sodium oxide.
The sludge is a strong alkali, meaning it will cause burns when it comes into contact with the skin, and can damage lungs and the digestive system if it is ingested. This may cause death.
One of the rivers affected has been treated with chemicals - calcium and magnesium nitrates - to try to counter the alkaline effects.

"It's a serious ecological catastrophe, but we don't know the size of it. But it's serious, big and because of the rivers it has some effect tens of kilometres from here as well," he said.

The BBC's Nick Thorpe witnessed bulldozers and trucks working through the night to reinforce a protective ring of earth below the industrial waste reservoirs which are still intact.
The reservoirs stretch in a line several kilometres below the aluminium factory in Ajka, and local people say they are terrified that the accident could be repeated.
The company's management and the authorities say that is not likely, but they are taking no chances with the residue of nearly 50 years of aluminium production, our correspondent says.
Angry villagers confronted a company official at a meeting in Kolontar, the worst-affected settlement, on Wednesday evening. They say they plan to sue the firm for damages.
The sludge is a hazardous mixture of water and mining waste containing heavy metals.
The victims are believed to have drowned, with the depth of the fast-moving flood reaching 2m (6.5ft) in places, but many of those injured suffered chemical burns.
Herwit Schuster, a spokesman for Greenpeace International, described the spill as "one of the top three environmental disasters in Europe in the last 20 or 30 years".
Land had been "polluted and destroyed for a long time", he told AP.
"If there are substances like arsenic and mercury, that would affect river systems and ground water on long-term basis," he added.

The Criminality of Nuclear Deterrence. The World is at the Precipice of another World Warlink

I am very happy to be speaking with you this evening. I want to express my gratitude to Zeit-Fragen for publishing the German language edition of my book The Criminality of Nuclear Deterrence (Clarity Press: 2002) which comes out now on the anniversary of the end of the Second World War.  At this time 65 years ago, Japan surrendered to the United States after the atomic bombings of Hiroshima and Nagasaki and the incineration of 250,000 completely innocent human beings. My father was a Marine who invaded Saipan, Tinian, and Okinawa, and was preparing to invade Mainland Japan. I was brought up to believe that the bombings of Hiroshima and Nagasaki had saved my father’s life and thus made mine possible, although my father never raised me to be anti-Japanese or anti-German.  But when I came to study international relations, I realized: This simply was not true.  Indeed it was total propaganda by the United States government to justify nuclear terrorism and the mass-extermination of a quarter of a million human beings. Even Justice Pal in his dissent to the Tokyo Judgment said that the Japanese war criminals had nothing to their discredit as the bombings of Hiroshima and Nagasaki, which you can only compare to Nazi Acts.   Today the world is at a precipice of another world war. The United States government has committed acts of aggression against Afghanistan, Iraq, Pakistan, Somalia, Yemen, and has authorized, armed, equipped, and supplied Israel to commit acts of aggression, crimes against humanity, and outright genocide against Lebanon and Palestine. Today the United States government is threatening to attack Iran under the completely bogus pretext that they might have a nuclear weapon, which the International Atomic Energy has said is simply not true. If they attack Iran with the Israelis, a British think-tank has predicted they could exterminate 2.8 million Iranians! They are fully prepared -- the Americans and the Israelis -- to use tactical nuclear weapons. Indeed today tactical nuclear weapons have been fully integrated into U.S. armed forces and tactical training and programs. I have read the manual myself.  Nukes are now treated -- starting with the Bush Junior administration -- as if they were just another weapon. We must remember when President Putin was in Iran and he said he did not believe the Iranians had a nuclear weapon, President Bush Jr. publicly got up and threatened World War III. Remember that threat! He threatened World War III! I cannot recall in my lifetime a threat of this nature. You would have to go back to Hitler and Mussolini and Tojo to find high level government officials threatening a world war. What did this threat mean? It was saying to Russia: “You had better stand back if we attack Iran.” It wasn`t a threat to Iran; that would not produce a world war attacking Iran, but just a slaughter.  But saying to Russia: “You had better stand back, we are prepared to risk World War III if you don’t let us get our way with Iran.” An attack on Iran would set this entire region of the world on fire, from Egypt over to India, from Uzbekistan down to Diego Garcia. And as my friend and my colleague, Hans von Sponeck pointed out yesterday with his map: We see the counter-alliance to NATO: Russia, China and the so-called Central Asia Collective Security Organization. If you read about the origins World War I or World War II an attack on Iran could clearly set off World War III – remember Bush threatened it. And it could easily become nuclear. I kid you not on the dangers we are facing us all as human beings today. We stand on a nuclear precipice, and any attempt to dispel this ideology of nuclearism and its myth propounding the legality and morality of nuclear weapons and nuclear deterrence must come to grips with the fact that the nuclear age was conceived in the original sins of Hiroshima and Nagasaki. These weapons have always been criminal!  Remember they were developed to deal with the Nazis, out of fear that the Nazis would get them first. And yet for some reason they used them on the Japanese to make a point, to terrorize the rest of the world. The atomic bombings of Hiroshima and Nagasaki constituted war crimes and crimes against humanity as defined by the Nuremberg Charter of August 8th 1945 -- right after the United States bombed Hiroshima, and the day before they bombed Nagasaki -- that condemned the wanton destruction of cities, towns, and villages; and applied it to the Nazi leaders, but of course never applied it to themselves. In my book The Criminality of Nuclear Deterrence there is an entire chapter on the criminality of the bombings of Hiroshima and Nagasaki and I list all the legal violations there, up to and including the United States Department of War Field Manual 27-10 (1940).  So these bombings, and also the firebombing of Tokyo, exterminating 100,000 civilians, were war crimes. Even as recognized officially by the United States government itself. The start of any progress towards resolving our nuclear predicament as human beings must come from the realization that nuclear weapons and nuclear deterrence have never been legitimate instruments of state policy, but have always constituted instrumentalities of internationally lawless and criminal behaviour. And those states that wield nuclear weapons, their government officials are criminals in accordance with the Nuremberg Charter, Judgment, and Principles, and the Tokyo Charter and Judgment that the Allies applied to the Nazi war criminals and the Japanese war criminals after World War II.  So I’m not talking here about applying any principle of law that the United States government and the other victors of World War II applied to their enemies to hold them accountable. The use of nuclear weapons in combat is contemplated now by the United States and Israel against Iran. How many times have we heard U.S. government officials involved in the Bush Junior administration and now the Obama administration say: “All options are on the table.”  They mean it: not just the use the force but the use of nuclear weapons as well. These are prohibited by conventional and customary international law, including the Genocide Convention of 1948, designed to prevent a repetition of the Nazi Holocaust against the Jews, the Poles, the Russians, the Ukrainians. The use of nuclear weapons would also violate Resolutions of the U.N. General Assembly that repeatedly condemned their use as an international crime.  We must understand that when dealing with nuclear weapons and nuclear deterrence: They are not simply immoral, they are not simply illegal, but they are criminal across the board! The Swiss Foreign Ministry a commissioned a study of nuclear deterrence by three American authors, I read it, and I agree with what they said. They pointed out that the critical factor is the delegitimisation of nuclear weapons in the minds of the people. Having litigated nuclear weapons protest cases in the United States, Canada, Britain, and elsewhere since 1982, for me the critical factor in winning these cases is to explain to the common, ordinary people on juries that nuclear weapons and nuclear deterrence are criminal. Not simply illegal, not simply immoral, but criminal! Yet the government officials in all the nuclear weapon states, not just the United States -- they are the worst of them -- but also Russia, France, Britain, China, India, Pakistan, Israel, North Korea: They are the criminals! For threatening to exterminate all humanity! For threatening Nuremberg crimes against peace, crimes against humanity, war crimes and genocide. That’s what nuclear deterrence really is: threatening mass extermination.  And in the Advisory Opinion by the International Court of Justice on nuclear weapons, the World Court ruled that the threat stands or falls on the same legal grounds as the actual use.  If mass extermination of human beings is a crime, the threat to commit mass extermination is also a crime. It is as if the leaders of the nuclear weapon states have all taken out a gun, cocked the trigger, and held it at the heads of all humanity! In any system of criminal justice today that activity is criminal! In the United States it would be attempted murder, and you would be prosecuted for it.  Yet today U.S. government officials threaten murder to millions of people around the world. And now especially in Iran. According to the Nuremberg Judgment soldiers would be obliged to disobey criminal orders to launch and wage a nuclear war. And yet, how many soldiers have been educated to understand these principles? A few have educated themselves, acted on it, and have been prosecuted by the United States government.  I have helped to defend them, with a good deal of success, but not complete success. You can read about this in my latest book Protesting Power: War Resistance and Law (Rowman & Littlefield: 2008). How we defended military resisters in our all-volunteer Armed Forces who refused to fight in illegal, criminal wars waged by the United States government, going back to Gulf War I by Bush Senior, Haiti by Clinton, Gulf War II by Bush Junior. All government officials and military officers who might launch or wage a nuclear war would be personally responsible for the commission of crimes against peace, crimes against humanity, war crimes and genocide. And such individuals whether statesmen or high level military personnel would not be entitled to any defenses of superior orders, act of state, tu quoque, self-defense, presidential authority, etc. All those defenses were made by lawyers for the Nazi defendants at Nuremberg and they were rejected. And yet today in the United States of America starting with the Bush Junior administration and now continuing with Obama you will hear international lawyers working for the government, and many in the private sector, making Nazi arguments to justify what the United States government is doing around the world. That’s how desperate the situation is! The whole Bush Doctrine of preventive warfare, which is yet to be officially repealed by Obama now after 18 months, was made by the Nazi lawyers for the Nazi defendants at Nuremberg, and it was rejected. And the argument by Nuremberg was: There is no such thing as preventive self-defense or things of this nature. What is self-defense can only be determined by reference to international law. And the test is clearly: the necessity of self-defense must be instant, overwhelming, leaving no choice of means, no moment for deliberation. Certainly not Afghanistan or Iraq or Lebanon or Palestine or Iran or Somalia or Yemen or Pakistan. And yet all victims of this Nazi doctrine of preventive self-defense that is now justified by all these prostituted international lawyers on the payroll of the United States government, leaving government service, now they infiltrate into American academia where they likewise try to justify these doctrines and policies that were condemned as criminal at Nuremberg. Article 2, paragraph 4 of the United Nations Charter prohibits both the threat and the use of force except in cases of legitimate self-defense. And there is a standard for self-defense. Article 51 of the U.N. Charter, and as supplemented by Nuremberg, that clearly rejects the wars against Afghanistan as aggression – explained in my book in greater detail -- against Iraq, against Pakistan, which by the way has nuclear arms.  The Obama administration has now escalated to a war against Pakistan, trying to set off civil war and destabilize Pakistan, just as they did in Yugoslavia, just as they did in Iraq, just as they did in Afghanistan. As we lawyers say: “The modus operandi is the same.” The Empire does not change from one administration to the next! In America the government is run by elites who are either liberal imperialists, conservative imperialists, or reactionary imperialists, like the Neocons. But they are all imperialists! And they believe in the god-given right to the American Empire. That’s the way America started. Remember, how did the United States of America start? White European settlers coming over to North America, exterminating millions of indigenous people, and robbing their land, and building an Empire. The process just continues today as we speak. The threat to use nuclear weapons, what we call “nuclear deterrence” -- I would call “nuclear terrorism” -- constitutes ongoing international criminal activity: planning, preparation, solicitation, and conspiracy to commit Nuremberg crimes against peace, crimes against humanity, war crimes, and genocide.  These are what we lawyers call inchoate crimes, not the substantive offences themselves, but crimes leading up to the commission of the substantive offences. They were made criminal at Nuremberg in order to establish a bright line and that we would punish even walking up to that bright line as criminal. In the case of nuclear weapons once a nuclear war starts I doubt very seriously we are going to be having another war crimes tribunal for anyone.  So what that means then is that it is up to us citizens of the world to stop and prevent a nuclear war, and to stop and prevent the threat, conspiracy, solicitation of the use of nuclear weapons. “Everything is on the table” -- clearly a threat to use nuclear weapons, clearly a criminal threat under the World Court Advisory Opinion, against Iran. As I explain in more detail in my book, the design, research, testing, production, manufacture, fabrication, transportation, deployment, installation, storing, stockpile, sale, and purchase and the threat to use nuclear weapons are criminal under well-recognized principles of international law.  And I know the German government has finally asked the United States, NATO, to take its nukes out of Germany. And Mrs. Clinton has said: “We don’t support it.” Well is the German government going to cave in? Or will it use law and international law and the Nuremberg Charter, Judgment and Principles to get American criminal nukes out of Germany? I guess we will find out this Fall. Those government decision-makers in all nuclear weapon states with command responsibility for nuclear weapons are responsible today for personal criminal activity under the Nuremberg Principles for this practice of nuclear deterrence/nuclear terrorism, that they inflict on all states and peoples in the world today.  And in particular counter-ethnic targeting for the United States, destroying Russians just because they are Russian. Also counter city-targeting!  When I worked on the case of the U.K. nuclear weapons in Scotland we established that the entire purpose of the U.K. nuclear weapons force, under the control and allocated to NATO, was to destroy the city of Moscow, seven million human beings! It had no other purpose. Needless to say, once we did that we got all of our defendants off for four counts each of malicious destruction of property when they destroyed a tender servicing the U.K. Trident II nuclear weapons submarines with these weapons of mass extermination. They might have destroyed the tender, but they did not act maliciously.  They acted for the perfectly lawful reason to stop the nuclear extermination of seven million human beings. So, I argue in my book, the simple idea of the criminality of nuclear weapons and deterrence can be used to pierce through the ideology of nuclearism, to which so many citizens in the nuclear weapon states and around the world have succumbed -- by means of propaganda techniques, propagated by the governments, going back to the bombings of Hiroshima and Nagasaki. At the time of the bombings of Hiroshima and Nagasaki the U.S. government tried to present this as positive to the American people and in particular that it was necessary to end a war to avoid an invasion of Japan, which of course was not going to happen, because the Japanese were already defeated and were trying desperately to negotiate a surrender. It is with this simple idea of the criminality of nuclear weapons that people can easily comprehend the illegitimacy and fundamental lawlessness of these policies that their governments pursue in their names -- or allied governments as well. And to those living in the NATO states today: Their leaders are all accomplices, they go along with nuclear policies as well. They send their generals over to NATO headquarters to be integrated into NATO’s strategy. I remember after the Berlin Wall fell, the German Branch of International Association of Lawyers Against Nuclear Arms had a big conference in Berlin and I gave the keynote address along these lines. And they asked the German General of the Bundeswehr in charge of liaison with NATO on nuclear weapons to respond to me. And he got up and he said: “Well, we all know that Nuremberg is soft law.”  I had two reactions to that. One: “Mister General, we hanged your predecessors at Nuremberg, under the Nuremberg laws. How can you say it is soft law?”  Not that I support the death penalty even for major war criminals like Bush Junior and Tony Blair. But the second reaction I had to this notion of soft law like Joe Nye’s “soft power”: “Soft law’”, I said, “you know, he got that from us.” So we Americans have convinced German generals that Nuremberg is soft law in order to pursue our nuclear policies with the cooperation of the next generation of German generals whose predecessors we hanged at Nuremberg. After the public speech I discussed this matter with him, and he agreed with me but he said: “Look, we have no alternative but to do what the Americans tell us to do.” And I quoted to him a passage from the Bible saying: “Yes, and the blind shall lead the blind.”  And the German General said:  “We have to trust that the Americans are doing the right thing.”  Right over the nuclear precipice! The German people have to stand up here and say: “Enough! We want your nukes out of Germany for sure and we are no longer going to cooperate with you on nuclear weapons policies.” Humankind must abolish nuclear weapons before nuclear weapons abolish humankind!  Nevertheless there are a small number of governments in the world that continue to maintain their nuclear weapons systems despite the rules of international criminal law to the contrary. I would respond in a very simple way: Since when has a small gang of criminals -- the leaders of the nuclear weapons states -- been able to determine what is illegal or legal for the rest of the world by means of their own criminal behaviour? What right do nuclear weapons states have to argue that by means of their own criminal behaviour -- nuclear deterrence/nuclear terrorism -- they have made criminal acts legitimate? No civilized state would permit a small gang of criminal conspirators to pervert its domestic legal order in this way. Indeed both the Nuremberg Tribunal and the Tokyo Tribunal made it clear that a conspiratorial band of criminal states has no right to opt-out of the international legal order by means of invoking their own criminal behaviour as the least common denominator of international deportment. It’s a basic rule of international law: Right cannot arise out of injustice! Ex iniuria ius non oritur! The entire human race has been victimized by an international conspiracy of ongoing criminal activity carried out by the nuclear weapons states and their leaders under this doctrine of nuclear deterrence which is really a euphemism for nuclear terrorism. And the expansion of NATO has now drawn in almost all of Europe. They have broken down – the United States and NATO – even the traditionally neutral states. Sweden today acts as if it were a de facto but not yet de jure member of NATO. Finland has basically abandoned its neutrality. Austria, with a constitutional obligation to be neutral, has basically abandoned its neutrality. Even Ireland, little bitty Ireland – I have dual nationality with Ireland.  The Americans have forced and compelled Ireland to join up to the Partnership for Peace (PFP) which is one step away from NATO membership, and have forced Ireland then under PFP to put some troops in Afghanistan to help them wage an illegal and criminal war of aggression against Afghanistan. The only state in Europe still holding out is Switzerland. Yes, it signed up for Partnership for Peace which it should never have done. But at least Switzerland is holding out, it has no troops in Afghanistan or Iraq. And Switzerland must continue to hold out. And that is exactly why it is been subjected to so much pressure! Including an attack on its banking and financial system to bring Switzerland into line with NATO and the United States, exactly as every other country in Europe has done and succumbed.  That is really what’s at stake here. Are you, the Swiss, going to join up – either de facto or de jure – with NATO and the Americans, so that if and when they attack Iran and perhaps set off a new world war, you and your children will get sucked into it? Switzerland avoided the last two world wars. I certainly hope Switzerland will avoid the next one by having nothing to do with the United States and NATO. And somehow working your way out of Partnership for Peace. This international criminal conspiracy of nuclear deterrence/nuclear terrorism, is no different from any other conspiracy by a criminal gang or band. They are the outlaws. We are the sheriffs -- the citizens of the world. So it is up to us to repress and dissolve this international criminal conspiracy by whatever non-violent means are at our disposal and as soon as possible.  As I said: If we all don’t act now, Obama and his people could very well set off a Third World War over Iran, that has already been threatened publicly by Bush Junior. Every person around the world has a basic human right to be free from the criminal practice of nuclear deterrence/nuclear terrorism, and its specter of nuclear extinction. All human beings in our capacities as creatures of God possess the basic right under international law to engage in civil resistance for the purpose of preventing, impeding or terminating the ongoing commission of these international crimes. And this is not civil disobedience.  It’s civil resistance! We have disobeyed nothing! We are obeying the dictates of international law! It is the government officials in the nuclear weapons states and their allied states that are disobeying international law. They are the criminals! We are the sheriffs! And it is up to us to stop them! Every citizen of the world community has the right and the duty to oppose the existence of nuclear weapons systems by whatever non-violent means are at his or her disposal. Otherwise the human race will suffer the same fate as the dinosaurs. And the planet earth will become a radioactive waste-land. And it very well could happen in our life-time. The time for preventive action is now! And civil resistance by all of us human beings is the way to go.

22 countries face food crisis: UN agencies

UN food agencies say persistent food crises are leaving 166 million people in 22 countries chronically hungry.
Wars, natural disasters and poor government institutions have contributed to a continuous state of undernourishment in countries such as Afghanistan, Haiti, Iraq, Somalia and Sudan, the Food and Agriculture Operation and the World Food Program said in a new report.

Other nations in protracted crises:
Angola, Burundi, Central African Republic, Chad, Congo, North Korea, Democratic Republic of the Congo, Eritrea, Ethiopia, Guinea, Ivory Coast, Kenya, Liberia, Sierra Leone, Tajikistan, Uganda and Zimbabwe.

A country that reports a food crisis for at least eight years and receives more than 10 per cent of its foreign assistance as humanitarian relief is considered to be in a protracted food crisis, the two agencies said — offering the first definition of the term in hopes of improving aid response to these nations.
"Protracted crises can become a self-perpetuating vicious cycle," said a report by the two agencies. "Recovery may become progressively more difficult over time."
Among the 22 nations, the proportion of people who are undernourished is almost three times as high as in other developing countries.
UN officials say that 1,800 calories per day is considered the minimum energy intake on average. Anyone regularly without that intake would be considered undernourished, or "chronically hungry."
Countries in protracted crisis require targeted assistance, with the focus not only on emergency relief but also on longer-term tools, such as providing school meals or implementing food-for-work programs, the report said.
Stimulating markets is also an effective long-term measure, the report said, for example through the purchase of food aid from local suppliers.
Currently, most of the assistance to these countries is in the form of emergency humanitarian aid. In Somalia, for example, it is as high as 64 per cent. But globally, only about 10 per cent of assistance to vulnerable nations goes into immediate humanitarian aid, while the rest is aimed at improving productive capacity.
"There is an urgent need for assistance in protracted crises to protect livelihoods as well as lives, because this will help put the country on a constructive path to recovery," wrote the two agency directors, Jacques Diouf of the FAO and Josette Sheeran of the WFP.
The FAO said last month that the number of hungry people worldwide had dropped below one billion to an estimated 925 million people.

France says public transport and tourist sites in the UK could be targeted by terrorists

France has urged citizens travelling to Britain to be "extremely vigilant" amid raised fears of a terror attack there.

The French government said it was now "highly likely" public transport and tourist sites in the UK would be hit.
The warning followed revelations that a UK terror suspect killed in Pakistan was being groomed to lead a new group in raids on the UK, France and Germany.
On Sunday Britain raised its terror alert level from general to high for travellers to Germany and France.
But it left the UK threat level unchanged at "severe".

The fresh advice on France's defence ministry website says: "The British authorities consider that the terror threat level is very high in the United Kingdom and that the risk of an attack is highly likely.

"It is recommended to show extreme vigilance on public transport and at the most-visited tourist sites."
Splinter group
The new warnings came after British terror suspect Abdul Jabbar was killed in a drone attack in north-western Pakistan on 8 September.
The BBC's Newsnight said he was put forward as the head of an al-Qaeda splinter group tasked with carrying out Mumbai-style commando attacks in Britain, France and Germany.
Newsnight spoke to a "trusted, senior security source" overseas who said Jabbar intended to lead a group called the Islamic Army of Great Britain. Whitehall officials have declined to comment.
The programme said the security source confirmed Jabbar was a British citizen with a British wife, and was living in the Jhelum area of Punjab in Pakistan.
According to Newsnight, intelligence agencies monitored a meeting of 300 militants three months ago in the Ambarshaga area of North Waziristan, attended by Jabbar and militants from the Taliban and al-Qaeda.
Details of the plot first emerged in the US media, and the suspicions were confirmed by security sources to the BBC last month.
Newsnight's source said the intelligence led to the drone attacks on 8 September, in which Jabbar and three other militants were killed.
Western intelligence sources have said the plan in Europe was for small teams of militants to seize and kill hostages
They were to model their mission on the bloody attacks in the Indian city of Mubai on 26 November 2008, which left 166 people dead.
The US, Sweden and Japan have also updated advice to citizens travelling to Europe.

The lightning strike damaged plug sockets and electrical appliances in the house

A family have escaped injury after lightning struck their home on the outskirts of Newry, County Down.
It damaged the roof, blew out windows and wrecked electrical appliances at the house in Ballyholland.
Marge McDonald, the sister-in-law of a woman in the house at the time, said it had felt like an explosion.
“The glass was shattered all around her, windows were blown in and all the electrical equipment was burned out on the floor,” she said.
‘Unreal’
“We thought the place had blown apart – she was frightened and really shocked.
“My brother was over in the farmyard at the time; he was in his jeep, and it lifted it off the ground.
“It was unreal, we couldn’t believe it was thunder.”
It happened at about 1500 BST on Tuesday.
Neighbour Karen McKevitt, who is an SDLP councillor, said: “I’ve never seen the like of this in my life.
“We are all just very grateful that they’re safe and able to tell us the story of what happened.”

Huge wave capsizes Cornwall fishing boat

A helicopter has airlifted a fisherman from the sea after his boat was tipped over by huge wave in Cornwall.
The small fishing boat Donna Mary capsized outside Porthleven harbour at about 1330 BST.
Coastguards said one of the crew made his way to shore while the other was rescued by a helicopter crew from RNAS Culdrose.
He was flown to the Royal Cornwall Hospital at Treliske suffering from cold and exhaustion.
Holidaymaker Nina Schofield, who captured the moment the fishing boat capsized on camera, said: “I was taking a picture thinking it was a really lovely scene and out of the blue a huge wave came and literally flipped the boat over.
She said that for the next 15 minutes people on the shore were trying to get to the sticken sailor.
“Your heart was in your mouth thinking ‘please make it’ because he couldn’t get into the shore,” she said.
“It was quite scary.”
The Donna May, which was virtually broken in two by the wave, was washed into shore by the tide before being washed out again and sinking.
Attempts will be made to salvage it once weather conditions improve, Falmouth Coastguard said.

After the record heat wave this summer, Russia’s weather seems to have acquired a taste for the extreme.
Forecasters say this winter could be the coldest Europe has seen in the last 1,000 years.
The change is reportedly connected with the speed of the Gulf Stream, which has shrunk in half in just the last couple of years. Polish scientists say that it means the stream will not be able to compensate for the cold from the Arctic winds. According to them, when the stream is completely stopped, a new Ice Age will begin in Europe.

So far, the results have been lower temperatures: for example, in Central Russia, they are a couple of degrees below the norm.
“Although the forecast for the next month is only 70 percent accurate, I find the cold winter scenario quite likely,” Vadim Zavodchenkov, a leading specialist at the Fobos weather center, told RT. “We will be able to judge with more certainty come November. As for last summer’s heat, the statistical models that meteorologists use to draw up long-term forecasts aren’t able to predict an anomaly like that.”
In order to meet the harsh winter head on, Moscow authorities are drawing up measures to help Muscovites survive the extreme cold.
Most of all, the government is concerned with homeless people who risk freezing to death if the forecast of the meteorologists come true. Social services and police are being ordered to take the situation under control even if they have to force the homeless to take help.
Moscow authorities have also started checking air conditioning systems in all socially important buildings. All the conditioners are being carefully cleaned from the remains of summer smog.

A research team from Columbia University recently discovered large traces of degraded oil deep in the water column of the Gulf of Mexico.  …
The research team was lead by Ajit Subramaniam, an Associate Research Professor from the Lamont-Doherty Earth Observatory at Columbia University. The team traveled by vessel from August 21 through September 16 to a series of stations starting at the wellhead itself then going 100 miles southeast and backtracking 40 miles to the west…
Subramaniam said they found areas where “degraded” oil appeared to be present from as shallow as 100 meters from the surface all the way down to 1,200 meters below the surface.
“We found these in several layers and we often found layers stacked upon one another. A lot of the degraded oil appears to be moving around the Gulf, perhaps in different directions,” said Subramaniam.

NZ - Snow hits farmers big time link

 Following a reasonably benign winter, the Southland region of New Zealand (NZ) has in the past week been hit by “the worst spring storm in living memory” according to the NZ Herald.

Six days of blizzards have caused deaths among new lambs numbering in the hundreds of thousands, and raised concern over the welfare of ewes yet to lamb.

Besides the effect of the cold weather itself, the continued snowfall has not allowed snow on the ground to thaw, making it much harder for stock to feed.

This makes ewes about to lamb particularly susceptible to metabolic illnesses from a lack of nutrients.

Reportedly, lamb mortality in the area may be as high as 15% for some farmers. With average prices for lambs expected to be around NZ$80/head this season (NZ Herald), the financial loss to NZ producers will be significant, estimated to exceed NZ$50 million (NZ Ministry of Agriculture and Forestry).

Terror cells allegedly in Britain, Germany false flag to start ww3 with iran!!!

LONDON, Oct. 4 (UPI) -- An al-Qaida commander claimed to have dispatched terrorists to Britain and Germany to carry out Mumbai-style attacks, an informant told authorities.
The Daily Telegraph reported Monday it had learned the Europe-wide terrorism alert issued this past weekend was triggered by the disclosure by the informant, identified as German national Ahmad Sidiqi of Hamburg.
Sidiqi allegedly had told U.S. interrogators al-Qaida commander Ilyas Kashmiri had told him terror cells were already in Germany and Britain. Kashmiri allegedly had revealed the plot to Sidiqi during a campfire conversation, the British newspaper said.
Sidiqi was captured by American forces in July and has been interrogated at Bagram in Afghanistan.
Security sources in the United States and Europe told the Telegraph no targets or attack timetables were discussed. No suspects tied to terror cells had been found.
Kashmiri is allegedly one of the men behind the 2008 attacks on Mumbai that left 174 people dead.

 

Heavy Snow Across the World Another record year for Marmot?  link

                      


28 Sep 10 - (Excerpts) - "This has been a pretty amazing time for some resorts around the world."

CANADA: Marmot Basin above Jasper and Banff - Lake Louise, all in the Canadian province of Alberta, have reported big snow falls in the past week. We reported on it here a few days ago.

Over 20cm of snow blanketed Banff-Lake Louise in one fall alone.

Jasper's Marmot Basin also received over 10 cm of snow on 20th September with considerably more accumulation at higher elevations.

Last winter Marmot opened on November 11, its earliest opening date ever, with ideal snow conditions.

Another record year for Marmot?

So far this fall is shaping up to deliver a repeat performance of last year's early season snowfalls which helped contribute to Marmot's record setting year for attendance.

In Whistler the mountains have already received a dusting of snow and the resort is currently scheduled to open on November 25

FRANCE: In the Alps Tignes opened for business less than a month since it ended its summer snow season.

AUSTRIA: Six glacier ski areas are now open in Austria: the Stubai and Kaunertal glaciers along with Hintertux, Solden, Molltal and Pitztal glaciers. 

The Kitzsteinhorn glacier, closed for a while, opened again last Wednesday with a 42cm base

SWITZERLAND: In Switzerland it's either Saas Fee or Zermatt with a 1m to 1.5m lying and terrain parks open.

ITALY: In Italy Val Senales still has 1m base. It received a dusting of 5cm of new snow last weekend to freshen up its slopes.

FINLAND: In Finland, Ruka, has announced it plans to open next week on October 1^st. It has Europe's longest ski season for a resort without a glacier, maintaining a snow slope for nearly nine months a year.

NEW ZEALAND: It's getting towards the end of the season in the southern hemisphere but New Zealand is seeing the biggest snowfalls of the winter to date at present.

"We have received heavy snow mainly from the west and north west since late last week. Whakapapa has gone from  a depth of 1.3m's a week ago to over 2m,' said a statement from Mt Ruapehu. 

"Turoa has received just as much snow but it has come with higher winds meaning the snow stake measurement hasn't changed as much.  Don't be fooled though, conditions will be way better when the storm passes."

The extreme weather means most have had to close their slopes until the storm passes over.

"The spring storm of 2010 is frankly the worst in a generation. The last big dump of snow we had was 14 years ago in the winter of 1996, while the last time we had anything this severe was 38 years ago," said one farmer in New Zealand.

AUSTRALIA: There's been no fresh snow in Australia but conditions are still good at most ski areas thanks to the huge falls in August and subsequent top ups. 

Thredbo for example still have 1.7m of snow lying at mid mountain. 

 At Falls Creek snow depths are a little lower, just above 1m, although deeper in the snow making areas. 

It's a similar story at Mt Hotham that says it has finished snow making for the season.

CHILE: In Chile, Valle Nevado is in to the last few weeks of the season, but temperatures are still below freezing and the snow tally for the season has just passed the four metre mark. 

At Portillo snow depths are 25-50cm with no new snow in the past week and Spring-like conditions. 

ARGENTINA: Cerro Catedral is still open with a diminishing snow pack on upper slopes - now down to 1.7m.

Floods and landslides kill 26 in Indonesialink

Residents said one flash flood hit their village with a roar

Flash floods and landslides triggered by several days of heavy rain in Indonesia have killed at least 26 people, officials say.

Many more people are injured or missing in the Teluk Wondama district of West Papua.
Roads and bridges have been washed away and hundreds of homes, schools and businesses have been damaged or destroyed.
Local officials have appealed for tents and medicines.
"We are still searching for the missing people," Papua search and rescue official Mochamad Arifin told AFP news agency.
"There are still many people to be found. There is still hope that some of them are still alive."
Rescue workers and residents are reported to be sifting through the thick mud in their search for survivors.
"I heard a roar and suddenly the river near my home broke its banks," said Ira Wanoni, describing a flood which struck his village, Wasio.
"Water mixed with rocks, mud and logs gushed out... Many people didn't have time to save themselves," he told AP news agency.

The Islamic Republic of Iran has reportedly opened its airspace to Chinese warplanes taking part in joint military maneuvers with Turkey.

Ankara and Beijing conducted the drills in Turkey's Central Anatolia region last month. The war games, codenamed the Anatolian Eagle, were the first involving Turkey and China. Turkey had previously carried out Anatolian Eagle maneuvers with the US and other NATO members as well as Israel. Turkish F-16, Chinese Su-27 and Mig-29 fighter jets took part in mock dogfights during the drills.

The maneuvers come ahead of a planned visit by Chinese Prime Minister Wen Jiabao to Turkey.

In a commencement speech given at Hampton University in Virginia, President Barack Hussein Obama stated that the students are “coming of age in a 24/7 media environment that bombards us with all kinds of content and exposes us to all kinds of arguments”. He goes on to say, “information becomes a distraction, a diversion, a form of entertainment, rather than a tool of empowerment”. These statements do not only discount our constitutional right to free speech, but directly attacks the very media that we depend on for information that could effect our continuing existence.

No less then six months ago I was receiving numerous interview requests from media outlets all over the world. My last international interview was with the South African Broadcasting Corporation (SABC) back in February 2010, and my last U.S. interview was on The Peter Tilden Show, 790 KABC Radio, Los Angeles CA, in November 2009. As it stands, the only other interview requests I have received in 2010 have been from college and high schools students writing research papers about 2012.

Like most website, I receive much of my national and international 2012 related news leads from a variety of online and offline news services and alerts. Throughout the years leading up to 2010, these lead and related news stories were coming to me almost nonstop. As we approached 2010, the leads and news reports that I receive and pass along to my site visitors have almost completely come to a stop.

Many attributed this lack of media attention to the coming events of 2012 as a sign of disinterest and/or disbelief, which has been perpetrated by the federal government. Through a well-orchestrated diversionary plan, and in an attempt to dispel fear and prevent panic, the powers that by have offered up their own NASA sponsors scientists to debunk the theories, prophecies and predictions surrounding 2012. Despite their best efforts, their plans have not proven as successful as they had hoped and the media warnings about 2012 were continuing. In a last ditch effort to divert the publics attention away from the coming events, it appears that the government has now encouraged and perhaps instituted a media blackout on the entire subject.

Case in point. Over a year ago my wife and I were interviewed and invited to appear on the ABC reality show Wife Swap. We respectfully declined the offer fearing ridicule and public humiliation. However, a willing family was eventually found and the show was produced. The episode entitled, Cathrea/Stewart, was scheduled to air on April 16, 2010, but was pulled at the last possible minute. After a bit of research and with some help from my 2012 Facebook group friends, I eventually learned the following:

Officially ABC and Disney canceled the episode stating that they do not endorse nor give and credence to the potential cataclysmic events associated with the belief in 2012, and they will not air anything that may show them to endorse any fear based materials. If that was truly the case, then why did they produce the show in the first place?

Unofficially and according to a ABC affiliate representative, the show was reviewed by a ‘government entity’ that ordered the episode to be removed form all publications in the interest of national security. The statement went on to say, “the subject family’s beliefs ran very deep. They were making real plans for survival and were to disclose many of the theories pertaining to 2012. The show was deemed to be a national interest threat and could cause a potential global panic”. The statement went on to say that, “all-future television shows pertaining to 2012 are now subject to approval. The airing of existing and future shows and documentaries, must include an expert scientific disclaimer of impossibility and must be classified as fiction or fantasy”.

It appears that the government is deliberately trying to divert attention away from the coming events of 2012, especially from the ever-growing self-absorbed individuals who are already trapped in their own ignorance and tend to get their information about world events from shows like Wife Swap. In many ways this may be a good thing. These may not necessarily be the types of people we want to survive anyway.

For those of us who choose to be informed and recognize that the world is indeed changing, the government’s media blackout will not effect what we already know to be the truth. Despite the blackout, media personalities such as Sean Hannity, Glenn Beck and numerous radio talk show hosts are continuing to warn us about coming disasters. They may not specifically mention 2012, and now we know why, but they are without a doubt continuing to provide us with necessary information about a dismal future. It’s interesting to recognize that these same people are personally endorsing long-term survival resources such as food insurance and emergency seed banks. I do not see that as mere coincidence.

Fortunately many books are still being published on the subject, and independent documentaries are still bring developed to help educate us about the coming disasters. In addition and at least for now, the internet seems to be alive and well with websites, blogs, forums and videos dedicated to the coming events of 2012. As useful as all this information is to the masses, it appears that these online resources may also soon be in jeopardy. My last international interview was with the South African Broadcasting Corporation (SABC) back in February 2010, and my last U.S. interview was on The Peter Tilden Show, 790 KABC Radio, Los Angeles CA, in November 2009. As it stands, the only other interview requests I have received in 2010 have been from college and high schools students writing research papers about 2012.

Officially ABC and Disney canceled the episode stating that they do not endorse nor give and credence to the potential cataclysmic events associated with the belief in 2012, and they will not air anything that may show them to endorse any fear based materials. If that was truly the case, then why did they produce the show in the first place?
Unofficially and according to a ABC affiliate representative, the show was reviewed by a ‘government entity’ that ordered the episode to be removed form all publications in the interest of national security. The statement went on to say, “the subject family’s beliefs ran very deep. They were making real plans for survival and were to disclose many of the theories pertaining to 2012. The show was deemed to be a national interest threat and could cause a potential global panic”. The statement went on to say that, “all-future television shows pertaining to 2012 are now subject to approval. The airing of existing and future shows and documentaries, must include an expert scientific disclaimer of impossibility and must be classified as fiction or fantasy”.
It appears that the government is deliberately trying to divert attention away from the coming events of 2012, especially from the ever-growing self-absorbed individuals who are already trapped in their own ignorance and tend to get their information about world events from shows like Wife Swap. In many ways this may be a good thing. These may not necessarily be the types of people we want to survive anyway.
For those of us who choose to be informed and recognize that the world is indeed changing, the government’s media blackout will not effect what we already know to be the truth. Despite the blackout, media personalities such as Sean Hannity, Glenn Beck and numerous radio talk show hosts are continuing to warn us about coming disasters. They may not specifically mention 2012, and now we know why, but they are without a doubt continuing to provide us with necessary information about a dismal future. Fire service rescue 13 in North Yorkshire floods

Locals reported up to three feet of water in places with roads turned into rivers

North Yorkshire Fire crews rescued 13 people in floods which swept the county over the weekend.
The fire service said it had attended 31 flood-related incidents on Sunday, mainly around Kirkbymoorside, Danby and the North Yorkshire Moors.
Among those rescued was a group of five with a puppy trapped in a mini bus.
Crews said the group, which included a child, were “particularly lucky” as the bus may have turned over had it not been wedged against a fence.
They said the bus had been caught in fast-flowing water in Lawns Road, Danby. Four men, a 10-year-old boy and a puppy were rescued by firefighters in the swift water rescue boat.
Other flood victims included a farmer at Lanburn Bank, Castleton, who became cut off by flood water from the River Esk.
Flood warnings
The farmer had been in a field with his two dogs. He and one of the animals were rescued by the swift water rescue team.
A spokesman from the fire service said the other dog managed to make its own way home.
An elderly couple were rescued from a house in Manor Vale Lane, Kirkbymoorside, after they went to check on a neighbour’s house. They became trapped by flood water, and the man was taken to hospital suffering from possible hypothermia.
Another two people in Kirkbymoorside were rescued from a golf course and one other from a nearby property.
A couple in their 50s were also rescued from a car on the Carlton to Faceby Road after becoming trapped in flood water.
A total of 12 flood warnings were issued across Yorkshire on Sunday. Four are still in place.

 

Britain 'in for another big freeze winter'

Britain is in for another bitterly-cold winter, with widespread snow and Siberian temperatures, according to a forecaster who claims to have accurately predicted last year's big freeze. link

Jonathan Powell of Positive Weather Solutions said the country should prepare itself for "back-to-back" harsh winters.

Last winter was the coldest for 31 years, with the average UK-wide temperature from 1 December to 24 February being only 34.7F (1.5C), compared to the long-term average of 38.6F (3.7C).

The mercury plunged as low as -8.1F (-22.3C) in Altnaharra, Scotland, while Benson, Oxon, recorded 10.8F (-11.8C).
The Met Office had predicted there was only a one-in-seven chance of a cold winter, which was caused by strong anti-cyclonic activity bringing persistent icy winds off the continent, and keeping milder Atlantic breezes at bay.
That statement came after an overly-optimistic forecast for summer 2009, which rather rashly predicted that Britain was "odds-on for a barbecue summer".
While it was slightly warmer than average it turned out to be another damp affair and the Met Office was roundly criticised.
The combination of the two predictions led it to drop public announcements of its seasonal forecasting service, which it has relegated to its research department.
However, Positive Weather Solutions, which claims to have correctly forecast the 2009 washout summer and last winter's plunging temperatures, has continued to offer long-range forecasts.
Mr Powell said: "It is very unusual to have two very harsh winters back-to-back, so most people would have expected a tamer and milder winter this year.
"But this winter will be similar to last winter, although not quite as harsh. We could well see temperatures as cold as last winter, albeit on a less-sustained level.
"We expect periods of disruptive snowfall similar to the snow we saw last winter, although periods of harsh weather will be broken up by milder conditions.
"A White Christmas is a distinct possibility for higher ground in the east, north-east and Scotland and also possibly higher ground in the west.
"And with a combination of snow, ice and bitterly-cold temperatures, we could well see another ‘white-out’ scenario as some areas of the country grind to a halt.
"School closures are very likely, as is disruption on the roads and the possibility people may be stranded in their cars if there are heavy snowfalls or if roads are not fully gritted.
"Local authorities need to be warned that they will have to handle another very cold winter."
According to its website, PWS bases its forecasts on "a central computer program which searches a partitioned slice of historical data, looking for patterns and trends within it".
They are not always right. In mid-July, PWS predicted: "August for all of the UK will be dry and warm." The month turned out to be dull, wet and the coolest since 1993.
Met Office has vastly greater computational power than small-scale outfits, access to more data and more highly-trained meteorologists.
But Michael Lawrence, a Met Office forecaster, explained that even with such resources, long-term prediction was a notoriously difficult business.
He said that while the Met Office always quantified the probability of long-term weather scenarios, others were not so rigorous.
"What these forecasters do is pit themselves in opposition to what we say and if they get it right they get a lot of publicity," he lamented.
If they got it wrong "nobody knows who they are" so it did not matter, he added.
The Met Office now limits its public predictions to 30 days.
It is predicting an "unsettled period" for October, with mild, wet and windy weather giving way mid-month to calmer conditions and near-normal temperatures - which will mean frosts for parts of the country - for the remainder.

Forecasters predict blankets of fog, ‘white-outs’ and icy conditions could hit the country in the coming months.
They expect a repeat of last winter which was the coldest for 31 years, with average temperatures of just 1.5°C.
In some areas, the mercury could drop to -20°C, bringing widespread snow. The prediction comes as many councils say they do not have enough salt to grit the roads, leaving an average shortfall of 1,700 tonnes per authority and heralding a repeat of last year’s nationwide shortage.
‘It is very unusual to have two very harsh winters back-to-back so most people would have expected a milder winter this year,’ said Jonathan Powell, a senior forecaster at Positive Weather Solutions. ‘But we could see temperatures as cold as last winter, albeit on a less sustained level.’
He predicts inland valleys swathed in bleak all-day fogs in December with January and February gripped by snowfalls and temperatures rivalling last winter’s -22.3°C low.
A second white Christmas is likely in some parts.
Mr Powell said the combination of snow, ice and bitterly cold temperatures could see ‘white-outs’ as areas grind to a halt.
He warned of school closures, disruption on the roads and people being stranded in their cars. ‘Local authorities need to prepare to handle another very cold winter,’ he said.
Peter Box, of the Local Government Association, said: ‘Many councils are co-operating with their neighbours over supplies and have looked into foreign sources of road salt.’

Hundreds of homes suffer flooding in London

Homes in Hammersmith, west London, were particularly badly affected.

Hundreds of homes across London suffered flooding as heavy rain persisted all night.
The London Fire Brigade (LFB) received more than 300 calls about flooding between 2200 BST and 0120 BST. A spokesman called it a “busy night”.

Hammersmith and Fulham Council confirmed it had been contacted by many residents and said it may make a statement on the damage later.
An LFB spokesman said: “We had quite a busy night last night.
“We received a total of 302 calls between 10pm and 1.20pm.
“There was an awful lot of flooding.”
He added: “We would have gone out to every call.”
The LFB is poised for more calls with more heavy rain predicted during the evening and on Monday.
